EXCLUSIVE: DHS Can’t Account for 10 Libyan Men It Caught and Released Inside U.S.

You know, it really seems like the very agency, the dhs, that is supposed to be protecting our Country from inside our borders, is one of our biggest enemies. At about every turn they do something to lessen our security and make our Country more easily accessible to criminals and thugs from all over the world.

Even as President barack obama continued the U.S. military intervention in Libya’s civil war--with armed Predator drones beginning patrols over that North African country on Thursday--U.S. Immigration and Customs Enforcement (ICE), the division of the Department of Homeland Security responsible for enforcing immigration laws, could not account for 10 Libyan men it had caught and released inside the United States since July 2009.

After two weeks of inquiries about the Libyans from CNSNews.com, ICE finally responded on Thursday afternoon that it had already released to CNSNews.com all the information that was “available” on these Libyans and that the agency had “nothing more to add on the matter.”

ICE describes itself as “the principal investigative arm of the U.S. Department of Homeland Security and the second largest investigative agency in the federal government.” It says its “primary mission is to promote homeland security and public safety through the criminal and civil enforcement of federal laws governing border control, customs, trade, and immigration.”

The information about the unaccounted-for Libyans derives from a Freedom of Information Act (FOIA) request that CNSNews.com filed with ICE on Dec. 1, 2010. This FOIA request asked for records about non-Mexican foreign nationals processed by ICE in fiscal years 2009 and 2010.

On Jan. 28, 2011, ICE responded to the FOIA request by providing CNSNews.com with two Excel spreadsheets including information about 286,769 non-Mexican foreign nationals processed by the agency over the two years. One Excel spreadsheet contained information on 143,543 non-Mexican aliens processed by ICE in fiscal 2009, and another Excel spreadsheet contained information about 143,206 non-Mexican aliens processed by ICE in fiscal 2010.

The Excel spreadsheets did not include the names of the aliens, but did include eight columns of information about them. These columns included: 1) the “book in” date on which the alien had been detained, 2) the “book out” date on which the alien had been released from detention, 3) the ICE geographical “area of responsibility” in which the alien had been detained, 4) the alien’s "case status,” 5) the alien’s “case category,” 6) the alien’s date of birth, 7) the alien’s gender, and 8) the alien’s country of citizenship.

In all 286,769 cases, ICE had redacted the unnamed alien’s date of birth from the version of the database released to CNSNews.com citing the (b)(6) and (b)(7)(C) exemptions under FOIA. As ICE explained in a letter to CNSNews.com, these exemptions allow the government to withhold information from a FOIA response if releasing it would be an “unwarranted invasion of privacy.”

Generally, the spreadsheet entry for an alien detained by ICE included information in each of the other seven columns. For example, the first alien listed in the database is a 1) female, 2) Nicaraguan, 3) booked in by ICE on Oct. 29, 2008, 4) in the St. Paul, Minn. area of responsibility, 5) who was booked out on Nov. 19, 2008, 6) whose “case category” was “[8C] Excludable / Inadmissible--Administrative Final Order Issued,” and 7) whose “case status” was “8-Excluded/Removed--Inadmissibility.”

The spreadsheets also generally indicated when an alien had been granted some form of relief or given permanent resident status in the United States. For example, a Honduran man detained in the San Antonio area on April 8, 2009 and held in custody until Sept. 16, 2009, was marked as having a case category of “Excludable/Inadmissable,” but after his case was adjudicated by an immigration judge, his case status column was marked “L-Legalization--Permanent Residence Granted.”

The spreadsheets included a total of 27 citizens of Libya who were processed by ICE in 2009 and 2010. All 27 were men.

The spreadsheet entries for 15 of these 27 Libyan men had information in all seven columns, showing when they had been booked in, when they had been booked out, and what had happened to their cases.

The spreadsheet entries for another two of the Libyan men do not make clear if they were ever booked out. One of these two, who was booked in by ICE on July 25, 2009, in the Buffalo, N.Y. area, had a five-digit number --“40050”—in his “Book Out Date” column. His “Case Category” and “Case Status” column were left blank.

The other of these two, who was booked in by ICE on Sept. 30, 2009 in the Denver, Colo. area, had a blank in his “Book Out Date” column as well as blanks in his “Case Category” and “Case Status” column.

EXCLUSIVE: Arizona Sheriff Cites Flood of Border Agents Confirming Feds' No-Apprehension Policy

Like we say down South, there is more than one way to skin a cat. If you want to be able to report lower numbers of arrests at or near the border, don't make any. It doesn't actually do anything to decrease the number of criminals entering our Country, but it sure does make a good talking point for janet napalitano.

The job of a Border Patrol Agent is dangerous enough without the assholes make it even more difficult by forcing the agents to approach these people two or three times in the same day. It also doesn't help that the atf allows guns to flow freely into the regions south of our border.

It's all about politics people, nothing more. If the agents are forced to arrest fewer of these illegal scumbags, then obama and napalitano can claim that they are doing something. The tension eases and they can begin to bring up the amnesty issue again. It mind games and politics. Don't fall for it. They are liars and cheats.

They play on our fears and our sympathies. If they can't get one they go after the other.

I have no sympathy for illegal aliens, they should force reform in their own country instead of bankrupting ours...

An Arizona sheriff says he has been flooded with calls and emails of support from local and federal agents who back his claims that the U.S. Border Patrol has effectively ordered them to stop apprehending illegal immigrants crossing the U.S.-Mexican border.

“Upper management has advised supervisors to have agents ‘turn back South’ (TBS) the illegal aliens (aka bodies) they detect attempting to unlawfully enter the country … at times you even hear supervisors order the agents over the radio to 'TBS' the aliens instead of catching them,” one San Diego border agent wrote in an email to Cochise County Sheriff Larry Dever.

“This only causes more problems as the aliens, as you know, don't just go back to Mexico and give up. They keep trying, sometimes without 10 minutes in-between attempts, to cross illegally,” continued the email, which was among a number of communications to Dever reviewed by FoxNews.com. “This makes the job for agents more dangerous. Not only are the aliens more defiant, they also begin to feel like they can get away with breaking our federal laws.”

The email is one of more than 100 messages Dever said he received from active and retired Border Patrol agents and law enforcement officers from across the country. Many wrote of what they said was their own experience and first-hand knowledge of Border Patrol’s efforts to reduce apprehension numbers by making fewer arrests.

FoxNews.com first reported this month that Dever said several Border Patrol officials, including at least one senior supervisor, told him they had been directed to keep the number of border apprehensions down by chasing illegal immigrants back toward Mexico. Homeland Security Secretary Janet Napolitano has recently cited a reduction in border apprehensions as evidence of an increasingly secure border.

Three days after FoxNews.com’s initial report, Border Patrol chief Michael Fisher sent a letter to Dever in which he denied the accusations and invited the sheriff on a ride-along with federal agents at border.

"That assertion is completely, 100 percent false," Fisher wrote in the letter. "That it comes from a fellow law enforcement official makes it especially offensive."

But accounts from law enforcement officials around the country continue to pour in supporting Dever and the conversations he says he had with Border Patrol officers, including at least one supervisor, about keeping arrest numbers down.

“This is nothing new, during my career with the border patrol, this was done regularly,” said another email to Dever reviewed by FoxNews.com. “By assigning agents to different tasks, locations, etc., the apprehensions can be increased or decreased dramatically,” wrote Dan McCaskill Jr., a retired Border Patrol agent who worked in the Anti-Smuggling Unit.

Napolitano: US Border Towns with Mexico Are Safe

I'm willing to bet there are a lot of people along the border that will disagree with napolitano's assessment.

What do you think? It seems like every few days we hear of some violence related to smuggling of either drugs or people. There are areas of our own Country that are off limits to us due to these activities. And we keep hearing how safe it is.

It's so bad in South Texas, the Texas Department of Agriculture has developed a website where ranchers can document and share their stories about encounters with drug cartels and other other illegal aliens.

And we hear how safe the border is. Who is it, exactly, that napolitano and her flunkies are trying to fool? We are being treated like idiots. This administration thinks we are too stupid to see what is going on in this Country. The sheeples may believe what NBC, ABC, MSNBC and CNN tell them. Those of us with the ability to think for ourselves know the truth, and it's not what we are hearing from obama, biden, pelosi and napolitano...

U.S. Secretary of Homeland Security Janet Napolitano said Thursday that security on the southern U.S. border "is better now than it ever has been" and that violence from neighboring Mexico hasn't spilled over in a serious way.

Napolitano spoke at the Bridge of The Americas border crossing, after a meeting with the mayors of the border towns of El Paso, Nogales, Ariz., and Yuma, Ariz. Under Secretary of Commerce for International Trade Francisco Sanchez and U.S. Customs and Border Protection Commissioner Alan Bersin also were present.

Napolitano said the Department of Homeland Security will deploy 250 more border agents and expects to have 300 more under their next budget if it's approved. She stated that Homeland Security is investing "millions of dollars in the side of commerce and trade" to improve infrastructure and technology along the border.

However, she added that there is a need to correct wrong impressions about the border region. Napolitano said border towns are safe for travel, trade and commerce. She noted that the total value of imports crossing the Southwest border was up 22 percent in fiscal year 2010, she said.

"There is a perception that the border is worse now than it ever has been. That is wrong. The border is better now than it ever has been," she said.

The perception that the violence in Mexico has spilled over to bordering U.S. cities is "wrong again," Napolitano said. Violent crime rates have remained flat or decreased in border communities in the Southwest, she said. However, she recognized that "there is much to do with (their) colleagues in Mexico in respect to the drug cartels" that are largely responsible for the unprecedented wave of violence in that country.

homeland security department plans dna screening?

The department of homeland security is planning to use a portable dna scanner to really check you out. Tel me, seriously, wtf does a persons dna have to do with getting on an airplane?

You can bet your ass they won't be running the dna of middle eastern men between the ages of 18 and 50. Instead the wil pester the hell out of elderly white ladies and young children. This is complete bullshit and a huge invasion of privacy.

Profiling is the surest, fastest, most effective way to determin if someone should be allowed to get on a plane. Not feeling them up or taking a saliva sample.

We are headed for a major revolt in this Country. I'm just not sure if it will be caused by all the offenses this government has already committed or a brand new one to come.

One thing you can count on, the offenses will keep on coming. With each new affront to our liberties, this gang of incompetents and thugs become further emboldened. Until we have that revolt and say enough is enough we will continue to lose the freedoms our Founding Fathers fought so hard to secure for us...

janet napolitano won't seek Arizona senate seat...

janet napolitano told democratic party leaders that she isn't going to run for the open senate seat in 2012. That's probably a wise move, it will save her a lot of embarrasment when gets like 5 votes.

I don't have any idea what kind of governor she was, but as the head of Homeland Security she has been about as useless as tits on a boar hog.

When we kick obama's ass out of office in 2012, she should fade quietly away. She probably won't though, she will wind up being the lesbian jimmy carter.
